Delphi Parks Board Meeting

The Ox Hill Erosion issue started off the meeting with introductions of Joe O’Donnell from the Carroll County Soil and Water Conservation District and Roger Roeske who is a contractor working for the Soil and Water Conservation District. Many suggestions were provided with visual documentation of how the erosion issue could be handled. It was decided that we would like to proceed to remedy this issue as soon as funds would become available to do so. Grant funding for the project was discussed and a few options arose. The Community Foundation Grant and North Central Health Services were two areas to focus on for grant funding. Joe O’Donnell advised he would provide the websites to Anita for follow-up with these 2 groups. 

The area behind Riley Cabin was excavated for water flow diversion by Alan George. As discussed, no improvements to Riley Cabin should be made until the water is redirected away from the cabin which has caused dampness, mold, and a musty smell in the cabin.

General Fund allocations were approved by the State totaling $22,934. These were replacement funds for the lost encumbered funds from 2008 which totaled over $40,000.

The Canal Association paid $3,000 for the down payment on the 2 new mowers from McGavics in Kokomo. Both mowers have been received and the remaining balance owed on the mowers was submitted to the City Clerk on 9/23/09 to be approved and paid in full by the Board of Work at their next meeting on October 5, 2009.

The 2010 Parks Department budget was approved by the City Council as presented totaling $141,908. 

The private party purchase for the land and home next to City Park fell through. Chris was going to contact the realtor to see if a new purchase could be offered by the Delphi Parks Board for the ravine only.

The event form that Chris has been working on was presented and approved at this meeting. The new form will be added to the City of Delphi website and also available from the Parks Superintendent after approval by the City Council is received.

No response has been received from Ball State regarding the City Park Shelter project.

The proposed walking program was discussed. Since the Canal Association is going to put up mile markers along the trails, Chris will work with them on finding grant funding for the mile markers since these will benefit the walking program.  

Anita is continuing to work on the letter to be sent to all those responsible for Adopt A Spots.

The grant requesting joint trash cans and recycle cans has been submitted to the North West Indiana Solid Waste District in Monticello. Hopefully, by our next meeting, we should have a response if our grant request was approved.

 

Anita has been working to get at least three (3) quotes for the Riley Cabin repairs and remodeling. She will try to provide these by the next meeting.

 

KIRPC is a group of individuals who search for grant funds. Anita and Chris are going to meet with these individuals from Monon, Indiana to find possibilities for grant funding for needed improvements to the Stone Barn.

Gretchen brought up the issue of individuals in Riley Park were seen using metal detectors in the playground area. It was discussed that possibly a posting of “rules” for the parks should be placed at the entrance of each park. It was mentioned that “rules” signs used to be posted years ago but were taken down for some reason. This was discussed that it could be a winter project for Chuck.    

Another winter project for Chuck will possibly be rigging up a truck to be able to water all the plants/flowers in the parks.

Anita mentioned she is having trouble getting assistance from the Trustees/inmates to help with Parks projects. Due to limited jailer availability to watch the inmates, no work has been done to date.

Since volunteers are needed to assist with the many projects of the Parks Department, Chris mentioned that we could put an article in the community announcement section of the Carroll County Comet asking for volunteers. Gretchen advised she would handle this.

Gretchen motioned to adjourn the meeting and Carla seconded the motion and it passed.
