Welcome to the Stellar Projects Information Page!  Listed below are the ten projects that combine to form the Delphi Stellar Communities Project.  Scroll down the page and click on any title to view current news about any project.  Within each area is a project overview, document library, and web resources. Owner Occupied Housing

Delphi-Owner-Occupied-Housing sm Project Overview
This project will provide funding assistance to homeowners for rehabilitation of homes in core downtown Delphi neighborhoods. Work will focus on exterior improvements and health related interior improvements such as lead based paint removal. All work will be completed at no cost to homeowners. Phase 1 construction is expected to begin early in the fourth quarter of 2012.

Downtown Lofts

 Delphi-Downtown-Lofts lg Project Overview
The Downtown Lofts project will create new housing opportunities in downtown Delphi by converting the upper floors of an existing downtown building into loft style apartments. Work is expected to begin on the Downtown Lofts in 2013 to 2014. A more detailed Downtown Lofts project summary can be found at this link.

Downtown Streetscape

 Delphi-Downtown-Streetscape sm Project Overview
The Downtown Streetscape improvements will create a pedestrian friendly environment for Delphi’s residents and visitors on six blocks of downtown streets. This project will include new street lighting, new curbs and pavement, new sidewalks with paver accents, and bump outs at intersections to improve pedestrian visibility and decrease the street crossing distance. Design on the Downtown Streetscape is scheduled to begin in the fourth quarter of 2012 with construction expected to begin during the fourth quarter of 2013. Washington St. Gateway Trail

Delphi-Washington-Street sm Project Overview
This project will create a new gateway trail connecting the Hoosier Heartland Corridor to downtown Delphi, the Canal Center, downtown neighborhoods, and numerous other trails. The project also includes improvements at the Second Street viaduct to serve as a gateway to the downtown. Design is scheduled to begin during the last quarter of 2012 with construction expected to begin during the fourth quarter of 2013. Delphi Opera House Restoration - Update Apr. 2013

Delphi-Opera-House-Restoration sm Project Overview
The Opera House restoration will return the 19th-century opera house on the third floor of the Assion-Ruffing City Hall to its former glory. The project will completely restore the opera house and includes a three story addition to the existing building. When complete, the building will provide a 200 seat accessible theater and gathering space and will include banquet facilities and multi-purpose rooms for community events. Facade Restorations - Update Feb. 2013

Delphi-Facade-Restorations sm Project Overview
Some building owners in Delphi’s Downtown Historic District will be eligible for grants to assist with the restoration of their building’s facades. The restoration is part of the City’s recent Stellar Communities program selection. The façade program will occur in two phases with phase 1 tentatively scheduled to begin in late 2013. Downtown Parking Solutions

Delphi-Downtown-Parking-Solutions sm Project Overview
The Downtown Parking project will accommodate Delphi’s parking needs by constructing new off-street parking lots in the downtown district. Additional parking will help serve the needs of the downtown businesses, the renovated Opera House, and residents in the downtown district. Funding options for the Downtown Parking project are currently being considered. A more detailed Downtown Parking Solutions project summary can be found at this link.

Downtown Utility Improvements

Delphi-Downtown-Utility sm Project Overview
This project will replace aging water mains throughout downtown Delphi with 12-inch mains capable of meeting the requirements of modern codes including fire protection. This project will take place with the other Downtown Streetscape projects and will include the replacement of the water mains, sanitary sewer lines, and manholes. Funding options are currently being considered for this project and construction will be concurrent with other downtown improvements. Quiet Zone Improvements

Delphi-Quiet-Zone sm Project Overview
This project will address the issues associated with the noise created by Norfolk Southern trains as they pass through downtown Delphi. The Quiet Zone project will improve up to eight downtown crossings to quiet crossings, which provides for resident safety while not requiring trains to sound their horn at each crossing. While full grant funding is not currently available for this project, the City is exploring ideas to reduce project costs and is evaluating alternative financing ideas. Purdue Solar House

Delphi Purdue-Solar-House sm Project Overview
The Purdue Solar House project includes the design and construction of a model high efficiency home in one of Delphi’s historic downtown neighborhoods. The model home will be traditional in appearance but will feature leading technology to achieve a ‘zero-net energy goal’. While full grant funding is not currently available for this project, the City is exploring possible partnerships for financing the design and construction of this project.
