The City of Delphi presently participates in the Carroll County Area Plan Commission. Builders and developers may seek permits and assistance from the Area Plan Commission office in the Courthouse Building, 101 W. Main Street, first floor at the east entrance. Note: A draft Comprehensive Plan for the City of Delphi was drafted in 2022 in a process led by Rachel Christenson of HWC Engineering. The draft is being review by the Area Plan Commission and will be presented to the Delphi Common Council for adoption on February 6, 2023. The City of Delphi is currently updating the zoning ordinance led by consultant Debbie Luzier of GRW to create a Unified Development Ordinance.
