ABOUT THE DELPHI REDEVELOPMENT COMMISSION

The Delphi Redevelopment Commission (DRDC) was established in 2012 to address barriers to development, underutilization of land, and/or conditions associated with blight. The Commission operates within boundaries established by resolutions of the DRDC and City Council. Commission members review economic development strategies, identify problem areas, and develop a strategic plan for bringing about new development and eliminating blight within the district boundaries. Projects may be funded through Tax Increment Financing (TIF), bond issues, or invested funds. Administrative assistance is provided to the DRDC by the Carroll County Economic Development Corporation.

Meetings of the DRDC are announced in advance and are open to the public. They are currently being held at the Delphi Community Center, 311 N. Washington Street. ABOUT TAX INCREMENT FINANCING

Tax Increment Financing (TIF) is a type of financing that permits local governments to finance the redevelopment of blighted areas and the economic development of rapidly developing areas. The Delphi Redevelopment Commission relies on TIF revenue to implement projects that create or enhance the economic viability of our city.

Tax increment is the property tax revenues collected on the increased assessed valuation of property in the area to be redeveloped or developed. Tax increment financing not only permits the acquisition of property for purposes of redevelopment or economic development but also provides another means for communities to finance infrastructure improvements in a blighted area or an economic development area.

TIFs are a popular means of financing local public investment intended to stimulate private sector investment and job creation, principally through infrastructure improvements.

TIF DISTRICT BOUNDARIES

The boundaries of the Delphi TIF district include the commercial areas of the downtown, the industrial park to the north, and the commercial corridor west of US HWY 421. The latter area is outside the corporate limits of the City of Delphi and is part of an interlocal agreement between the Carroll County Commissioners and the City of Delphi.


COMMISSION MEMBERS

The Delphi Redevelopment Commission (DRDC) consists of up to five members, appointed to one-year terms. Three members are appointed by the Mayor; and two are appointed by the City Council. There is no compensation offered to DRDC members.
