Supporting local businesses through ‘Do It In Delphi’

On the third Saturday of each month, the Delphi Main Street organization hosts "Do It In Delphi". Established by the Carroll County Chamber of Commerce in May 2021, the idea initially came from a group of local business owners wanting to draw more people to the downtown area to eat, shop, and simply support and promote local businesses. Do It In Delphi helps to show community members and visitors all that Delphi has to offer.

The monthly event is perfect for those new to Delphi and for those wanting to learn more about the community. Be sure to "Do it in Delphi" on the third Saturday of the month to see what Delphi has to offer and to take advantage of the special deals.

Zoning and Planning Information

The Delphi Plan Commission and Board of Zoning Appeals have jurisdiction within the corporate limits of the City of Delphi. Builders and developers may seek permits from the Clerk's office in the City Building, 201 S. Union Street. Phone: (765)564-2097. Delphi Plan Commission meetings, as needed, are held on the 3rd Monday of the month at 6:00 p.m. in the Delphi City Building, 2d floor. Board of Zoning Appeals meeting are held on the 3rd Monday of the month at 6:45 p.m. in the same location. A chairlift is available for those needing assistance.

Small Business Resilience Grants -- Round IV

In recognition of the impact that the COVID-19 pandemic has had on local businesses, the City of Delphi initiated a Small Business Resilience Grant (SBRG) program in 2020 that awarded 101 grants totaling more than $478,200 to area businesses. Those grants were funded in part through two CARES act grants received by the City of Delphi from the Office of Community and Rural Affairs that provided more than $440,000 to create and retain jobs meeting low to moderate income eligibility guidelines.

The City of Delphi has $73,500 remaining in funds from Phase III of the OCRA CARES Act grant. As a result, the City is pleased to announce a fourth round of the Small Business Resilience Grant (SBRG IV) program. The purpose of the OCRA grant is to help businesses retain, rehire, and add low-to-moderate income employees. To be eligible for consideration for SBRG IV grants, businesses MUST complete and submit the Income Verification Form with their application. Other changes from previous rounds include that businesses within the city limits or within one mile of the corporate limits and in Carroll County are eligible. Not-for-profit organizations and government entities are not eligible to receive the OCRA funds and thus will not be eligible for this round of grants.

Delphi Riverfront Development District

The Delphi Riverfront Development District was established in January 2020 by  Resolution 2020-3 to encourage economic revitalization in the downtown commercial district.

The State of Indiana permits restaurant owners or lessees in such areas to apply for a low-cost one, two, or three-way liquor license.  This State provision does not apply to bars or saloons that do not serve a sufficient meal menu. The district is bounded by Deer Creek to the south, Monroe Street to the north, Indiana Street to the east, and South Market to Main, then Wabash Street to the west. There are two important elements to consider before applying for a liquor license within the Riverfront Development District. First, the license is not transferable. If the business closes or changes ownership, the license expires. The new owner must acquire a new license. Second, a letter of support from the Mayor of Delphi is required with your application to the State Alcohol and Tobacco Commission for a license. To initiate the process, complete the application and checklist  and submit to the Clerk's office at the City Building, 201 S. Union Street in Delphi. Delphi Redevelopment Commission (DRDC)

ABOUT THE DELPHI REDEVELOPMENT COMMISSION

The Delphi Redevelopment Commission (DRDC) was established in 2012 to address barriers to development, underutilization of land, and/or conditions associated with blight. The Commission operates within boundaries established by resolutions of the DRDC and City Council. Commission members review economic development strategies, identify problem areas, and develop a strategic plan for bringing about new development and eliminating blight within the district boundaries. Projects may be funded through Tax Increment Financing (TIF), bond issues, or invested funds. Administrative assistance is provided to the DRDC by the Carroll County Economic Development Corporation.

Meetings of the DRDC are announced in advance and are open to the public. The meetings are held on the 2nd floor of the City Building, 201 S. ABOUT TAX INCREMENT FINANCING

Tax Increment Financing (TIF) is a type of financing that permits local governments to finance the redevelopment of blighted areas and the economic development of rapidly developing areas. The Delphi Redevelopment Commission relies on TIF revenue to implement projects that create or enhance the economic viability of our city.

Tax increment is the property tax revenues collected on the increased assessed valuation of property in the area to be redeveloped or developed. Tax increment financing not only permits the acquisition of property for purposes of redevelopment or economic development but also provides another means for communities to finance infrastructure improvements in a blighted area or an economic development area.

TIFs are a popular means of financing local public investment intended to stimulate private sector investment and job creation, principally through infrastructure improvements.

TIF DISTRICT BOUNDARIES

The boundaries of the Delphi TIF district include the commercial areas of the downtown, the industrial park to the north, and the commercial corridor west of US HWY 421. The latter area is outside the corporate limits of the City of Delphi and is part of an interlocal agreement between the Carroll County Commissioners and the City of Delphi.

RESIDENTIAL TIF 

In 2021, the DRDC established three Residential TIF allocation areas to provide incentives for developers and to focus attention on Delphi's critical housing needs. Because of RTIF's impact on property taxes, approval of the school corporation is required. The Delphi Community School Corporation and the Delphi Redevelopment Commission entered into a memorandum of understanding to ensure that the schools would receive benefit from the establishment of the RTIF which was then approved by the DCSC school board.
COMMISSION MEMBERS

The Delphi Redevelopment Commission (DRDC) consists of up to five members, appointed to one-year terms. Three members are appointed by the Mayor; and two are appointed by the City Council. There is no compensation offered to DRDC members.
